enable pinning and garbage collection once ipfs pinning performance improves

  • [x] Periodically run garbage collect based on bitswap inbound bandwith (05e227c)
    • [x] Remove artwork & audio not included in any linked libraries (05e227c)
  • [ ] If over application storage limit after garbage collection, remove audio files until below limit starting with songs played least recently
