Disable Ticker And Allow User Opt In

I would like to suggest the ticker feature as opt in and not something forced on users

For example: site administrator to set ticker disable and allow each user to opt in

In this case without introducing too much distraction to the timeline gives a better user experience.

I second this. In the meantime I added a custom CSS rule to hide them, but it would be nice to have an option.

You can edit packages/client/src/store.ts to hide them for everyone by default
