Subscribe to the public local timeline of another instance

Summary

Would it be possible to let an instance subscribe to the public local timeline of other instances, so public notes posted on these instances will appear on the global timeline. Like subscribing to a relay, but it only contains selected instances. According to my limited understanding, I imagine this feature could be implemented by enabling each instance to setup its own relay server, and the moderator can subscribe to its inbox directly, without going through a third-party relay.

Features like built-in standalone relay server would give options for more controls over global timeline and seeking connection to (personally) affiliated instaces which are not interested in joining public relays, I believe.

It would be really awesome if Misskey implemented /api/v1/streaming/public because that would much help fedi.buzz while also being useful for this feature request. (See #6236)
