Force remote user CW

Summary

It would be nice to have an option to force automatic CW on some remote user that posts content that is considered CW on the local instance, but is not set CW by remote user. The Force CW setting may be set at instance level (the user moderation tab) and could also be an user choice, so an item side by side with "mute/silence" "block" and "unfollow" options in the remote user profile preview.

That would improve dramatically content moderation without directly censoring remote users.
