Feature request - Add Custom Emoji button

I've gotten feedback that "Add custom emoji" is too hard to find. Presently, the user has to write a search that finds nothing to get a link to come up. I'd like to add a button that's always present, replacing the "Pick an emoji.." text. Would that option be accepted? If so, I'd be happy to work on it. Thanks
