Read Initial State of Burst IRs on P3-Roc

We currently just assume that Burst IRs are open on start. There seems to be no way to tell it (in firmware 2.6). Will be added with the next P3-Roc firmware.

Commands for this have been added in the latest firmware. Waiting for programming reference.
