EMP fails without inclusion of MilStd renderer

When using emp distribution, it will not run without first including the mil symbology renderer. Not only is it inconvenient to have to do this, It is also a potential source of bugs, as the version being used by the emp user, may or may not be the version used inside of Cesium web workers. EMP should have the savm-bc.js and its dependencies as part of the overall package. Or another bad scenario, emp user makes initial download of emp software and renderer, and updates emp, but not the renderer.

(this is me using this from the outside now, --however this was planned but we never implemented it. Eric and I realized it was problematic when we'd see customers having bugs that were fixed long ago, but they never pulled the latest mil std.)
