New Potions are Brewable

It seems that the new potions from 1.21 can be brewed. Is this intentional?

All blocks are obtainable in creative but I or anyone on my server cannot craft any of the new blocks. We also cannot break and drop any new blocks.

When I updated to 1.20.5 my raid farm doesnt work anymore. You cant get bad omen from killing a illager patrol leader.

I've tried checking the datapack format, restarting my server and it keeps not loading. I tried enabling the other part but it can't because of flags. Can someone help me?

why do you need a mod and datapack?

its a bit confusing when you have a datapack and a mod, cant it just be packeged into one mod like https://modrinth.com/mod/i-want-it-earlier but for 1.20.4?

Making the edits to the level.dat in the world folder get overwritten. Using forge, making sure to save and exit minecraft before editing.
