"To Translate" is never set

After syncing new strings in the base language, why are all of them marked as "translated," even though they're just copied to the other languages? The only way the "To Translate" status can be shown (that I've found) is by adding an entirely new language. Shouldn't new strings sync as empty strings in translatable languages, instead of copying the base language?
