Problems with downloading some chunks

Describe the bug I noticed a problem with downloading some chunks. For example, one chunk is not downloaded on this server play.vulengate.com or this play.fruitysmp.com. I can suggest you make it so that only problematic blocks, entities, and not the chunks themselves are ignored.

I can confirm on small survival server.

Chunck errors in downloaded world (completly filled with air), chuncks not loading.
