Public SmaRP docker images

We could consider making the SmaRP Docker images in GCR, used for the deployments, public, so that we could allow users to run SmaRP in a container, which could be added top the README as follows:

The corresponding Docker image can also be used to run SmaRP in a local container

docker run --rm eu.gcr.io/mirai-sbb/smarp
