Walkthrough
The recent update introduces a new configuration, CreateWikiRequestCountWarnThreshold, which sets a limit on the number of wiki requests a user can make before being flagged. This change is complemented by a new warning message in the internationalization files, enhancing user feedback. Additionally, the RequestWikiRequestViewer.php and WikiManager.php files have been updated to incorporate this threshold, improving request handling and user experience.

A threshold now we set with care,
To manage wikis, fair and square.
A warning comes when counts are high,
To keep our requests from reaching the sky.
With thoughtful code and messages clear,
Our system runs with less to fear.

This will probably be done with #567 (or shortly after) as well as I am completely rewriting from scratch WikiRequest, this should be fairly easy and a cleaner method provided to accomplish this feature.
