Design: Think of a way to give insights in "Possible boefjes per clearance level"

The wish is to have a list of possible boefjes per clearance level, when setting the clearance level on the OOI. This way the user knows what scan tools come available per level, on the same place where the level is set.

We can start with creating a bunch of links to the Katalogus where we filter (and sort) any enabled boefjes up to the selected level. Optionally a user could then also include and non-enabled boefjes on that page and see what options there are.
