Widget: 'human readable' and accessible timestamps

          We need a nice and upstreamed 'human readable' and accessible form of this in Manon.

Ideally, by default we show the human readable, and with a tooltip / onclick show the original raw timestamp (and timezone). this can be implemented as a html widget, or possibly later as django template filter that outputs this snippet when ran on a timestamp/datetime.
