Warn the installationadmin / superusers if Signing in bytes is disabled / not configured
About this feature
We are seeing a low usage by our users of the optional signing of raw files in bytes. Possibly because they don't know how to configure this, possibly because they don't know it exists. It would be good to warn and guide some users on the missing config and how to configure this signing.
Feature benefit/User story
As a superuser, I want to be warned that signing in bytes has not been configured so that I don't forget to use this magical feature.
Specifications
Limited to superusers, check for signing settings. If not configured, warn. (possibly also allow for a negative config which tells us we have disabled this knowingly, and as such dont need to warn the superuser.
The harder part of this is how we get the 'setting' exposed / reachable for rocky to act on.
