Set up filter patterns in the Pattern Library

In order to ensure consistent design, we should define patterns and guidelines for the new filters and advanced filters.

Blocked: We need to decide whether we want to change the design to something that's visually distinguishable from the 'form' components. The current filter design uses the form components. Do we want to deviate from this?

For now we will leave the visual design as is, we will pick this up at a later time.
