Update dependencies to mitigate vulns

All the tests passing, fixing all the vulnerabilities found in outdated packages. Do not lock downstream consumers on some packages that often bump major versions: docker, pytest, etc. No longer fixes the urllib3 to <2 which produces many vulnerability issues downstream. It also makes the package usable with the latest 4.8.0 localstack container.
