easier search/select leagues by name

either expand rapidid or add a ne function to the league page to select leagues by name ie III.10 of the current country

i'd say ignore those issues ;) na, honestly, we should get the top level series names in there as well as Ia to d or whatever they use over there, but also accept I and I.1 for top series

Seems to me it's rather easy to traverse divisions up and down using HT tools. The only thing needed is an input for group number
