Handling two HT-ML toobars

So, In the federation i wanted to add userid's to the options of a poll.

However, when i clicked the proper button it went wrong: it didn't place the tag in the option textbox, but placed it in the textarea for the message.

I have this problem on firefox 6, while running MacOSx.

fixed it so that the lower toolbar will be used if there are two like for pools (r7144). we might want to consider handling two toolbar differently rater than just ignoring the first one
