Ensure Figma libraries are referencing correct colours

What

The MOJ and GOV Figma libraries should reference the colours in the active Figma libraries. Some components currently use colours from deprecated libraries that are marked "DO NOT USE".

Why

We need to make sure that colours in a library we eventually intend to sunset/delete are not referenced in the live library. If we sunset/delete the library while it is referenced elsewhere, the references will be lost and will need to be re-linked.
