:bookmark: Automate notification of new module releases

User Story

As a Modernisation Platform Engineer I want to automate the creation of Slack notifications when new module releases are created So that I don't have to do it by hand

Value / Purpose

We use the #modernisation-platform-update Slack channel to inform our customers of new module releases. We can save ourselves time & duplication of effort by implementing a GitHub action to do this for us.
