User Story

As a MP Engineer I want to retrieve secrets directly from Secrets Manager in the scheduled-baseline workflow to enhance security and simplify secret management. So that secrets are managed at one place.

Value / Purpose

This will eliminate the need to store secrets in both Secrets Manager and GitHub repository secrets, reducing complexity and potential security risks.
