As an application developer I need to know if my application goes down So that I can fix the issue

Build a module that can be used by customers Start with Perf Hub

Enables developers and webops engineers to easily add pingdom alerts for their application.

Questions / Assumptions / Hypothesis

Assumption that we will use pingdom because:

• It's 3rd party so if AWS goes down we will still get the alert
• It integrates with pagerduty
• It is used by cloud platform and other moj services

Definition of done

• [ ] Module and/or guidance for adding pingdom alerts
• [ ] readme has been updated
• [ ] Tested in example
• [ ] Terratests written and passing
• [ ] user docs have been updated
• [ ] another team member has reviewed
• [ ] tests are green
• [ ] UR test OR added to continual research plan
