Bump RDS module to `8.0.0` - Production environment

Background

We cut a new 8.0.0 major release for RDS module which include upgrade storage type and IAM reboot permission. We have completed the testing and published the comms to advice user to upgrade and test their RDS module.

Bump RDS module to 8.0.0 for all production environment except those using migration branch.

Update Schedule: November 18, 2024 - All production namespaces

Send out the comms message before bumping the RDS modules.
