Bump RDS Module for Migration feature

Background

NOTE: This ticket should not be carried out until all RDS instances in environments repo have been bumped for the new SSL certificate change in order to ensure rollout is no-ops.

Following team's testing of the migration feature branch for our RDS module, we need to rebase and cut a new release containing these changes.

We will also want to detail the migration process in our user guide entry.
