Bump RDS module to 7.0.0 - Production environment

Background

Our current RDS CA cert is due to expire on 22nd August 2024. We have completed the testing and published the comms to advice user to upgrade and test their RDS module.

Bump 6.1.0 RDS module to 7.0.0 for all production environment.
