(Spike) Tidy Concourse Pipelines View

Background

We are now fairly routinely adding new pipelines and jobs to Concourse for automating chore-like tasks (cordon drains, custom deletes etc etc)

It would probably be nice to split our current UI into separate 'team' views (currently all pipelines live under main) so that we can switch over to something like utilities view for accessing those pipelines but by default see only the continuous-running / cluster health overview pipelines.

Look at seeing if we can setup Concourse to have multiple team views for organising our pipelines.
