Update prometheus-ecr-exporter repo

Background

Our prometheus-ecr-exporter app had not been updated in a long while. Its been unarchived and had some minimal updates applied (AWS SDK needed bumping due to breaking changes regarding IMDSv2 introduced in EKS module 18, and a new GitHub Actions workflow for publishing new image releases to DockerHub).

We should review the rest of the code, add a test suite and update the readme.
