Submit request to Vodafone for new CIDR range for new cluster VPC

Background

We need to create a VPC with CIDR block ranges that don't clash with the transit gateway. This will enable more teams to start using the cloud platform.

To enable this we need to raise a request with Vodafone who manager the MoJ private an public network to allocate us a specific block.
