Remove references to live-1 in concourse

Background

There are a couple of references to live-1 still in the concourse

1. terraform state bucket is still named live-1 https://github.com/ministryofjustice/cloud-platform-terraform-concourse/blob/25672cf860f55354f748c19e00f52b0529e8cc51/pipelines/manager/main/environments-live.yaml#L93

2. cluster_name is named as live-1( which is the VPC name), amend it to an appropriate name https://github.com/ministryofjustice/cloud-platform-terraform-concourse/blob/main/pipelines/manager/main/environments-live.yaml#L99-L100

This may need updating the user's modules.

3. Remove any references to live-1 in apply/plan ruby script?

Proposed user journey

Look at concourse pipelines and remove any references to live-1 and move the state bucket from live-1 repo

Approach

1. terraform state bucket is still named live-1

3. Remove any references to live-1 in apply/plan ruby script?
