Use GP3 for storage

Background

Fully supported now for all services, we should cleanup https://github.com/ministryofjustice/cloud-platform-terraform-eks-csi/tree/gp3 (referenced in https://github.com/ministryofjustice/cloud-platform-infrastructure/blob/main/terraform/aws-accounts/cloud-platform-aws/vpc/eks/components/k8s-resources.tf but unused) and switch PVs to it for a 20% saving!

  • check all volumes to see if switch is useful (esp Prometheus io1)
  • make it the default SC for clusters
  • ensure Velero still works

Definition of done

  • [ ] module release
  • [ ] user docs have been updated
  • [ ] another team member has reviewed
  • [ ] live PVs switched
