Background

Note - this story is possibly an EPIC all of it's own.

The purpose of this story to look at the implications of shutting down non-production environments in the evenings and weekends. This would save a considerable amount of money.

Questions:

1. How much money could we potentially save by doing this?
2. How would we do it?
3. What engagement do we need to do with users
4. What about teams who are working outside of hours? e.g.e maybe a migration over the weekend or changes outside of working hours?
