Background

We've enabled dependabot of a number of our repos. testing of these changes is currently very manual. We should automate the testing in a pipeline. We need pipelines for various resources:

As a Cloud Platform Team we are able to automatically test dependabot changes to that we can reduce the burden of manual testing and increase confidence in changes before they are deployed.
