Add alerts for Crown Court Contribution Service

This PR sets-up alerting for the Crown Court Contribution (CCC) Service in prod to notify Slack for a number of pre-configured alert conditions. It also adds a new Grafana dashboard, as well as setting up the secret to use in AWS Secrets Manager for the Slack webhook URL.
