Expand Operation Concepts and Create Administration Concepts doc

This adds additional concept topics to the Operational Concepts page. This splits off some of the existing topics and creates and administration concepts page as well, and expands the subjects covered in that page.

Adds the administration concept page to the toctree on the index page.

Partially addresses four tasks in #492.
