How to get Popover to display on top of another modal/dialog

Current Behavior

I have a use case where I need to showPopover on an existing modal (using modals: ^1.0.0+1). Unfortunately, the popover will always be shown behind the modal. I wonder if there's a way to position the popover to be always on top.
