Adds API refreshing trigger for refreshing all feeds

By default, the system triggers feed refresh on a schedule parameter, which will occupy system resources and fail to obtain new subscriptions in time. Hope to add Google Reader API or feeder API refresh trigger, is to trigger the all feeds refresh.
