Add more summary information to thumbnail hovers

It would be nice to see some additional stats about a package in the thumbnail hovers without having to open the package page.

Of value to publishers would be popularity stats, like downloads, views, upvotes, etc as applicable.

Of value to consumers would be short summary info like license, latest release (or how long ago it was last released), whether it has a website, issue tracker, etc.

I think maybe adding the top 3 tags and the review balance would be good, but I don't agree with the rest. The short description should also probably be limited in number of lines/height as well, to allow it to all keep on the tile
