More translation API support / German translations

This PR supersedes https://github.com/minetest-LOTR/Lord-of-the-Test/pull/135 to track further efforts to add translation support and German language translations.

Next steps include moving from intllib to minetest.get_translator. For consistency reasons, it may be best to merge after the intllib dependency has been fully removed.
