Paper has a powerful userdev plugin, it should be used by default And gradle version should be at least 8.14

I think it should be a "usable" (or "activable" ? Sorry my english is not that good tbh) like FabricAPI, a large amount of plugin won't need them and I don't think that is a good idea to "force" people to use it. But integrate it to the plugin is really a good idea tho !

The issue should be solved from now
