A gh action for release drafter

It's not a "real feature", much oriented to the DX, a small workflow that will do release drafting for upcoming features... ? I made a draft available here : https://github.com/minbrowser/min/pull/2266 Please, let me know what do you think ?

What would you use these release notes for?

I try to write the release notes so they're more readable by a general audience than a list of PR titles; are there details in there that are missing? Or do you think the PR list is equally readable?
