Tracking issue for `variable-size-kernels`

This is a tracking issue for RFC0005 variable-size-kernels, https://github.com/mimblewimble/grin-rfcs/pull/21

Breakout of issues (each will be tackled individually) -

For 2.1.0 release -

• [x] #3010 Variable size kernels (p2p msg support)
• [x] #3043 Variable size kernels (local db support and migration)
• [x] #3011 Variable size kernels (txhashset support)

Post 2.1.0 release -

• [ ] [tbd] existing txhashset migration (v1 -> v2)

Once all the above have been implemented and deployed we can close this tracking issue.

There's also #3010 which tracks this from the perspective of the 2.1.0 release?
