[Enhancement]: Make Milvus Cluster Stateful

What would you like to be added?

Currently, Milvus only provide a healthz interface to check whether the cluster is ok. But milvus is a distributed system, many component in milvus has its own state, such as wal on streamingnode, wal client on proxy or coord, broadcaster on coord. A stateful milvus is useful to debug and tracing issue.
