[Enhancement]: Use sccache to speed up CI

What would you like to be added?

sccache https://github.com/mozilla/sccache is an open-source compilation caching program from Mozilla that is compatible with ccache and additionally supports caching storage in S3, Redis, and other storage systems. You can create an S3 bucket on AWS to cache compilation results and reduce compile time.

sccache needs to be used with AWS key, but using AWS key in github action when running PRs will have security issues and is currently blocked.
