What would you like to be added?

I want to add a document to introduce segment seal policy. Also, this document should introduce the related workflow after the segment was been sealed, for example, the potential compaction of this segment if it's too small, the possible handoff if this segment was been loaded into querynode.

Why is this needed?

This document should help users know Milvus more precisely and then the users should benifit from this document to make Milvus a better vector database.
