Looks like somebody has already published this to NPM, as the following works:

npm install requirejs-plugins

However it's v1.0.2, not the latest version.

@millermedeiros Repo just needs a physical package.json file and to be published to NPM register and this is fixed (users are tending to favour NPM over Bower nowadays).
