Import functionality has been significantly refactored in https://github.com/pulumi/pulumi/issues/8922 to substantially reduce the number of failures during `pulumi import` and make the generated code more truthful and complete. We haven't tested...

Sorry for being a Captain Obvious :) I do not know the details of what exactly goes wrong, we still need to investigate that if we want to contribute.
It looks like it's a limitation of the Terraform provider. The respective issue is closed "by design", see this comment https://github.com/terraform-providers/terraform-provider-azurerm/issues/34#issuecomment-347504303
@t0yv0 I think this is largely an upstream bug. Ideally, there should be an issue open upstream and we'd inherit a potential fix. Also, I expect this issue doesn't happen...
