Fix "Important Chrome Bugs" preventing development of "upgraded incognito mode" that will work with Tor

I am not sure if this is the scope of your project but I am adding a pointer to a number of outstanding Chrome bugs that are preventing the Tor project from building an extension that would implement an upgraded incognito mode that would better mesh with Tor.
