bottom image "wiggles" in chrome

when using height or width 100%, or background-size cover you will see the bottom image "wiggle" while moving the mouse cursor.

this only happens in chrome and in the past i have tried a few different methods such as backface-visibility and the translateZ hack with no success.

it seems to happen when the viewport leaves the image container, though i have yet to discover why.
