Add browser support documentation [was: "IE8 support"]

I can't find documentation on browser support. Has this library been tested in IE8?

The test suite for the core and store components run in IE8 just fine. The master branch has a bug in all browsers for the request module, but that has nothing to do with IE8 specifically.

I'll leave this issue open and rename it to include browser support documentation in the future.
